Hello everyone. I have a family member that wants me to help migrate an old file from a PC in Roots Magic 4 to their current MacBook and Roots Magic 10. I have done some research and I’m not sure I can do that straight. Wanted to check here first before I look at alternatives. Thanks so much, in advance, for any tips!

If there are any media files linked to the RM4 database on the PC, then those also would need to be copied to the MacBook, in addition to copying the RM4 database from the PC to the MacBook. The RM4 database will have a file extension of *.rmgc
On mac the new file import is limited to RM 4-7.
The Media folder and any other RM files should be copied to the mac. Media can then be relinked with the fix media tool. Folder paths/locations will differ from the PC and be simpler to organize.

I have inherited my mom’s files (from 2015). I’ve retrieved her data from RM7 on her PC and now have on an external drive. I would like to add to my Mac. Do I first get RM10 and add to my MAC, then connect the external drive to import the information?

Yes, get the application running on your Mac and then follow the recipe posted by @BobC earlier in this thread:
File>Create New File>Import Data>Import from RootsMagic 4-7>Select RootsMagic 4-7
The media data - if you have any - would need to be copied and relinked too (refer to the documentation «Fix broken media links»)
