Not in RM7. It can be done in RM8, RM9, and RM10.
In RM7, there is only one main window. You can open two databases (or more) at the same time, but both databases have a sub-window within the one main window. The sub-windows cannot be moved outside of the one main window.
In RM8/9/10, you can open two databases (or more) at the same time. Each database has its own main window. Each main window can be on a separate monitor.

You don’t open RM7 from RM10. You import from RM7 to RM10, and it will convert. Your RM7 data is not modified and you can continue to run RM7.
I continued to run RM7 every day after RM8 came out. I would delete my RM8 database the first thing each morning and import from RM7 again. I never actually went live with RM8.
After RM9 came out, my procedure changed a bit. I continued to run RM7 along with RM9 and I did double data entry into to both. It was a lot of work, but it was worth it as a way to learn RM9. And if I did mess things up in RM9 occasionally, I would just delete my RM9 database and import from RM7 again like I used to do with RM8.
I finally “went live” with RM9 a week or two before RM10 came out. “Going live” meant that I no longer updated RM7 at the same time I updated RM9. I upgraded from RM9 to RM10 as soon as RM10 came out. So effectively, I have been live on RM8/9/10 since about the time RM10 came out.
As soon as I selected the RM7 file it said it had to convert it to open it. All worked out good. Seems fine. Now to get used to the new layout. Like putting to record numbers with each name.
When it converted it means it created a new database with the .rmtree extension. Make sure to open the .rmtree database each time. If you try to open the RM7 file it will just make a new file again.

Settings>General Settings (Gear)>Number to Display
RIN is a unique number assigned by RM when person is created
REFN is a user assigned number
FSID is the Family Search ID if matched to Family Search
RIN is most often used because you can tell if a person is a duplicate if another person you have linked to when they have the same RIN.
Instead of using two monitors with one computer, I use two laptops, That allows me to keep using RM7 which I prefer to RM10 and still use RM10 to access the FamilySearch matches. You may decide to change versions, but some of us prefer the earlier version for more readable screens, quicker response time, and generally a more intuitive program. Some people like the new features, so it is up to you if you want to change.
I will keep a backup and a non backup for 7 and 10. Does not require much space. Then have both options.

That reminds how I used to use the desktop version of RM7 with RM7 To-Go off the flash drive. I was able to open two different databases that way. You wouldn’t be able to drag n drop between them though. It would allow you to put them on separate monitors.
When I see some missing I will open the two files in the same version so that I can drag and drop.

You can install v10, it will ask if you want to keep v7 - say Yes so you can still use v7.
Watch the videos on v10 and make a “play” database by entering a couple of people, delete the database and repeat. You’ll get the feel for v10 that way.
When you are ready, Import v7 to v10.
Watch the RM 8, 9 and 10 videos in order to get familiar with the new program. There is also a decent print manual from Amazon.
As rzamor1 mentioned, You ~can~ just navigate to the RM7 program folder and double-click RootsMagicToGo.exe which creates a separate install on a removable drive. That separate install can be run at the same time as the other running instance and be moved to the second screen (you just can’t dragNdrop between the two).
