I made a GEDCOM in version 10 and took it into version 11. Unfortunately, I did not notice until after I had added several things and got it set up the way I wanted. Is this common or a bug? Why?

Not a bug! Groups don’t transfer via GEDCOM.
Is there any reason you can’t make a copy of your RM10 file which can be opened directly in RM11? You will want to make a copy if you wish to preserve the RM10 file, otherwise you will not be able to open the file directly in RM 10 again.
it is working as designed – you could add a custom fact for member of group and they should appear in the GEDCOM. Groups are an internal RM function. (While there are some RM things (like color) that might end up in GEDCOM – most do not)

Thank you everyone. I think I will no longer use things that cannot be transferred. I do work between 2 programs and share with family. It’s a nice feature though.
