When I go to Publish > All Reports and Charts > Individual Summary, I can select Individual > Everyone.
But when I go to Publish > New Book > Create > Chapters Add > Individual Summary, then select Person, there is no choice to select everyone.
How can I make a book that contains all individuals in my database? One at a time isn’t feasible as there are over 1000 people.

Unfortunately there are not many ways to “globally” people even from groups.
I wish Book publishing allowed for more options

If you’ll notice at the top of the Publisher window it mentions what it’s purpose is… Combine multiple reports into a book.
If all you are wanting is an Individual Summary (Everyone), Publisher is unnecessary, obviously. To avoid redundancy, they chose not to replicate same in two places.
If you intend to combine, determine how many pages your Individual Report (Everyone) contains and use the Blank pages checkbox to reserve its place in the Book. If You save the Individual Summary (Everyone) report as a document. You can selectively reserve blank pages for each Individual, at various positions in the book, based on how many pages each occupies in the report
