I don’t believe there’s a way to do this directly. You might want to modify your post to be a feature request. The ability to have a customized db template is interesting and I’ve not see similar requests.
You can almost accomplish this from the user interface with a workaround. Make a copy of the db. This will preserve groups and customized list views. Then, it’s easy to make a group of all people and delete the group. Then, from the Enhanced Properties list you can delete all unused citations, media, repositories, and tasks.
I don’t believe there is a way to delete sources in bulk from the user interface. Similarly, any media attached to sources would need to be deleted 1 at a time.

The better premise might be to not export them, for re-import, but rather preserve them for reuse.
Instead, I wonder if you just made a copy of the database, then (in the copy) made a group that includes everybody, followed by the Tools>Group Tools>Delete everyone in a group?
