I am trying to import the U.S., Find a Grave Index, 1600s-Current as well as 9,662 citations that accompany it. I restored the older databse I would like to import from and went to Import Data > Import List and found the file and source I wish to import. I then attempted importing and it looks like only the source was imported and not the 9,662 citations attached to the source. Am I doing something wrong?
Community would need more context where/how you are attempting to import them.
I created a custom EE Citation / Source template.
Citations depend on people and their facts. So you have to transfer people with their citations in order to get citation details. Importing a Source brings just the master source.
If you are an extreme splitter, then all the data is in the master source.
The source is U.S., Find a Grave Index, 1600s-Current. When I imported from Ancestry, it automatically added Citation WebTag and associated citation with correct individual in my database. The records imported with 9,662 citations for this particular source. However, when merging sources, I must have done something to delete the citations and associations. The image below is from previous version of database before I realized the mistake I had made. I would like to copy the 9,662 citations over to my new database so I don’t have to
identify each web tag (web page) and associate with each individual again.
I believe I understand what you need.
I think the only way to can accomplish what you need would be Sqlite script – however this is not the place to give that advise as it would be beyond the scope of this RM site. I you have a recent backup – restore might be better option.

Not sure if you have enough info to correctly “relink” fact or people to correct citation
by automatic means. There might be some other work around options . Depending ig you have used a Fact for Find A Grave etc

I think you cannot recover in your current database if the 9662 citations have been lost or merged. If it is possible, it would be an incredible stroke of luck that your subsequent work would allow you to do so. Record numbers for persons, couples, facts (whatever used the citation) would have to have remained the same. That’s unlikely but not impossible.
I expect that after best efforts, you will have to go back to the version that has what you want and rework from there.
