I’ve only seen Renee make affirmative “Reported to development” comments regarding feature requests, never a “Declined”.
That tells me that, if someone doesn’t get a positive response, it means RM has chosen to not pick up a request. That could either be because they already have it on their backlog and don’t want to duplicate -or- they don’t intend to pick it up. Keep in mind what @kfunk stated previously that you request has already been made many times and “You most certainly are not going to get a solid answer here.”
I think you’ll have to satisfy yourself with knowning that you’ve asked, your request remains here on the forum, someday it might become an RM capability, and meanwhile you move on with your current workflow.

No answer /response means at this time they are not admitting to anything.
The never officially decline anything (that I ever recall) – it would be nice if they did have an official wish list tracker to see what has been submitted and users could submit a vote in support or not.
Yes, a publicly-viewable backlog would be wonderful. Often feels like most feature requests drop into the black hole, and the “reported” ones are just spaghettifying at the event horizon. I’m sure that’s where some of Charles’ frustration comes from.
As others have already mentioned this request has been reported to development. I can’t speak to anything further on status or why’s on feature requests.
